EasyHit4u is my favorite site to get traffic not only because it gets my site(s) a lot of traffic, but also because they give you money. You will receive $0.10 for every person you refer which will surf at least 100 sites and $0.30 for every 1000 viewed sites.
The minimum payout amount is only $3.00. We pay through PayPal, AlertPay and E-Gold systems. Payouts are normally done within 5-7 business days after request has been placed. 
Getref
Getref is my favorite site to get refferals for any of my other programs. It's cool because you can click an unlimited amount of links to get credits to use to get refferal, or you can refferal people to Getref. If you don't get the whole credit thing the site I'm sure can tell you about it more then I can.
